Export of Agropastoral products: A new decree in force

The Burkinabe Council of Agropastoral and Fisheries Sectors (CBF) announces the entry into force of a decree introducing compulsory levies on exports and re-exports of several agricultural and fisheries products. Exporters are required to comply with these new provisions before carrying out any transactions.

Decree No. 2025-0710/PRES/PM/MEF/MARAH/MICA/MERSI establishing a levy on exports and re-exports of products from the agropastoral and fisheries sectors has come into force. The levy rates apply to the national market price. 

Cashew nuts are subject to a rate of 25%. Soybeans, corn and cowpeas are subject to a rate of 20%. Sesame, onions, tomatoes, and unshelled groundnuts are taxed at 10%. Finally, fresh mangoes, raw honey and shelled groundnuts are subject to a rate of 5%.

Market reference prices will be communicated at the beginning of each week to enable exporters to accurately estimate the amounts of levies to be paid.

The levy must be paid to the Burkinabe Council for Agropastoral and Fisheries Sectors before any export or re-export operation. Payment can be made at the Council’s headquarters in Bobo Dioulasso or at its office in Ouagadougou. The exporter is required to present a proforma invoice addressed to their client and dated within the last six months.

After paying these duties, the exporter will receive a Special Export Authorisation (ASE) upon submission of the following documents:

– an application in the form of a printed document to be completed on site;

– a valid tax certificate; 

– a copy of the Unique Financial Identifier (IFU) and the Trade and Personal Property Credit Register (TPPCR);

– a copy of the verification report and phytosanitary certificate issued by the phytosanitary services of the Ministry in charge of Agriculture;

– a receipt for payment of duties on export and re-export operations. 

The CBF invites all exporters to strictly comply with these new obligations in order to facilitate the export and re-export of the concerned products. Pursuant to the aforementioned decree, for the period from 19 to 25 January 2026, the CBF invites stakeholders to take into account the levy amounts indicated in the table below.
